Board of Trustees Meeting

September 28, 2024

I. Call to Order

The meeting was called to order by association President, Bob Alimpich, at 9:09 am.

II. Trustees Present

Bob Alimpich, Liz Alimpich, Debbie Bonneau, Janice Hall, John Medovarsky, Don McColman, Lynn Secord, Dottie Schulte, Sandy Warner

III. Reading of the August 3, 2024 Minutes

Debbie motioned to accept the September 7, 2024 Minutes as read. Dottie seconded. All in favor. Motion passed. (202431)

IV. Treasurer’s Report

A balance sheet and profit and loss statement were presented for review. Liz needs to recheck the balance sheet. It was discussed only presenting the balance sheet and profit and loss once a month. Lynn asked about the deposit from the spaghetti dinner. Liz responded that it was about $855 (minus $100 given for change). The income from the spaghetti dinner covered the cost of the dinner.

V. Member Comments/Concerns

Kurt Riese expressed his concern about Ron Adkins expanding his property onto Lexington Heights’ property. Glady blew off the Maple stairs with her blower. Glady noted that the Ivy stairs need to be cleaned off.

VI. Clubhouse/Julie Hayden

Jan Britz was in attendance today. She will be taking over as Clubhouse manager in the spring. Welcome, Jan! The Board set the calendar for 2025. The first Board meeting will be on May 17 at 9:00. We will have a 50’s dance on June 7 at 7:00.

VII. Bluff/Parkway Lynn, Debbie, Sandy, Liz

Debbie shared the Lovall (restoration) report (2011) and discussed using geo webbing between Juniper and Ivy. Debbie would like the Board to review this report. It was sent electronically to Board members. There was a discussion regarding the Ivy jetty and repairing it. The Board needs to contact EGLE, the DNR, Sanilac County, and the State to obtain the proper permits. Sandy will contact a company regarding geo webbing. Geo webbing is placed horizontally on the bluff. The Maple tree in front of the clubhouse is rotting. Dottie will call to get three estimates for the removal of the tree. There was a discussion about getting the phragmites removed near Oak this fall. Bob suggested using a 30% vinegar solution on the roots of the phragmites. This should be done as soon as possible. The berm is done, but it needs more grass seed. There was a discussion of adding straw to cover the seed. Debbie will rake it and seed it. Debbie said we need to check that drain at Oak.

VIII. Beaches/Boat Ramp

Dottie reported that the beaches look good. Dottie reported that a bum that was living on the Ivy beach is gone. Dottie and Maggie will keep an eye on the neighborhood. Bob will call Parker to remove the boat ramp. Lynn will provide a key to Parker. Debbie is concerned about the rental apartments on the end of Maple. Bob will call the owner of the apartments. He is also in arrears on his dues. ($1,700) Dottie and Don will work on numbering the jetties. Dottie might make some signs for the base of the stairs on the beach to identify the streets. John reached out to Kurt for help with the bid for jetty repair without success. John will continue to try to put together a bid for jetty repair. There was a discission as to how to repair the caps on three jetties using an L bracket. Kurt feels that a tie back on a jetty/sea wall at the boat ramp needs repair. It was cut years ago. John will talk with Parker about fixing the three jetties. Kurt said the caps should be attached at every other pan with a bolt with a clip angle with an inch of weld. Kurt said the cap is more architectural than structural. It’s to protect the edge. He agrees that they need to be addressed. Kurt would like to see the Board repair the jetty that was cut down. Sandy would like to see a list of the repairs that need to be done. John will work on a list. There was a discussion of the Ivy jetty and how to repair it. Debbie suggested that Kurt advise John on this project. John, Don, Dottie will work on having a quote (bid package) ready for the spring. There was a discussion about obtaining a permit.

IX. Clubhouse/Playground

Don cleaned the gutters. He noted that there are holes in the siding. Bob tarred the roof over the door near the kitchen. He found the leak. He also found a leak in the area near the piano. He said the basic roof looks good. There is a concern about the Maple tree in front of the clubhouse. Dottie will get three different bids on removing that tree. There was a discussion about the tree. John will blow off the playground and spray the weeds. John has already trimmed up the willows on the playground.

X. Old Business/Ongoing

There was a discussion regarding the outdoor light that is bothersome to Kim Coburn, a neighbor. Bob will take care of purchasing a different light and installing it.

Chili Fest/October 12

Glady, Debbie, Dottie will help with the Chili Fest. John can come on Friday night to help set up.

Dottie feels Facebook is going well.

Debbie feels that we need to identify Lexington Heights’ property with more signage. Bob can get with Kurt again and put up more signs that would show roughly where Lex Hi property is located. There are two stakes on Mr. Adkins’ property from the survey showing Lexington Heights’ property. One is by the flower bed and one is off the deck side. Sandy suggested having a scavenger hunt and have people find the signs around the Heights.

Mr. Adkins wants to add another two courses of block to the retaining wall within the original perimeter with no cost to Lexington Heights. There was a discussion about the weight of the blocks. Dottie suggested putting a berm there. Mr. Adkins feels that a berm will disappear and create water problems. Jan feels that Mr. Adkins knows what will work because he lives there. Lynn questioned if the old blocks would remain. Mr. Adkins said those blocks would remain in place. They can not be dug up. The new blocks would sit on top of the old blocks with gravel and dirt in front for drainage. Sandy feels that what Mr. Adkins wants to do would be helpful to the property. Mr. Adkins stated that it is written in the lawsuit that it is an existing structure. Dottie feels that the east side of the stairs needs to be addressed.

Bob made a Motion to allow Mr. Adkins to move forward with adding dirt and block to the westside bank of Lexington Heights’ property. Sandy seconded. Sandy, Lynn, John, and Jan voted Yes. Don, Dottie, Liz, Debbie, and Bob voted No. Motion failed. (202432)

Liz made a Motion to allow Mr. Adkins to berm with dirt on the westside of the stairs on Lexington Heights’ property. (no blocks) Lynn seconded. (202433) Sandy, Lynn, Liz, Dottie, Jan, John voted Yes. Debbie, Don voted No. Bob abstained. Motion passed.

Sandy will call regarding the DTE light on Ivy.

Sandy wanted to know how to proceed with the budget. Liz wants to have bids on projects. Bob suggested getting together in January to work on the budget. Sandy, Liz, Don, and Jan will form a Budget Committee. Debbie would like to see a pie graph for a few years. Jan commented how enlightening it was when she found out how much of the budget is spent on garbage collection.

XI. New Business

Kurt expressed his concern about the two planters that Mr. Adkins put on Lexington Heights’ property and that Mr. Adkins has cut some cedar trees on Lexington Heights’ property. He feels Mr. Adkins is in violation of the settlement agreement.
