Board of Trustees Meeting

August 3, 2024

I. Call to Order

The meeting was called to order by association President, Bob Alimpich, at 9:02 am.

II. Trustees Present

Bob Alimpich, Liz Alimpich, Debbie Bonneau, Janice Hall, Diana Larsson, John Medovarsky, Don McColman, Lynn Secord, Dottie Schulte

III. Reading of the July 13, 2024 Minutes

Dottie motioned to accept the July 27, 2024 Minutes as read. Debbie seconded. All in favor. Motion passed. (202420)

IV. Treasurer’s Report

Liz presented Profit and Loss and Balance sheets. Total in checking is $81,173.81. Total accounts receivable is $31,233.36. They will be starting collections in the next few weeks. Liz presented a ballpark projection of the working capital. Starting with $81,000 and subtracting, garbage collection, taxes, insurance, paying Tom Wilson, utilities, bluff project, we will be left with approximately $18,000 next spring. This does not include accounts receivable. ($31,000)

V. Election

Dottie made a Motion to verify the 2024 election results. Liz seconded. All in favor. Motion passed. (202421)

Lynn read the election report. This will be posted under Other Documents on the website.

Debbie made a Motion to destroy all election materials from 2023. Diana seconded. All in favor. Motion passed. (202422) Lynn will shred all old election materials.

VI. Swearing in of New Officers

Liz Alimpich, Don McColman, John Medovarsky, and Sandy Warner all recited

I. ___________, do promise to uphold the Laws of the State of Michigan regarding Summer Resort Corporations and the By-Laws of Lexington Heights Inc. to the best of my ability.”

Bob thanked Diana for her years of service, getting the books straightened out and working on the database. The Board presented her with a thank you card and potted patio plant.

Bob welcomed Sandy to the Board. Bob looks forward to all of us working together for the good of the community.

Liz nominated Lynn to be webmaster and secretary. Lynn accepted.

Debbie nominated John for Vice-President. He accepted.

Jan nominated Bob for President. He accepted.

Dottie nominated Liz for treasurer. She accepted.

Debbie made a Motion to accept the nominations for officers. Don seconded. All in favor. Motion passed. (202423)

VII. Member Comments

Kurt addressed a concern regarding a candidate sitting outside of the clubhouse during the election. She had an election sign on her cart. Any campaigning must be 100 feet from the door to the clubhouse during an election. (When brought to our attention during the election, she was asked to move. She was filling out some paperwork and she did eventually move.) Bob said we will take care of it next year.

Bob thanked Kurt Riese, and Kim Coburn for power washing the sidewalk in front of the clubhouse. They also cut a swale to help direct the water away from that area.

VIII. Clubhouse

Julie interviewed Jan Britz for clubhouse manager. Jan wanted to discuss it with her husband. This position will start next spring and Julie will help.

Both ac units on the south side are not working. They are 220 volts. There was a discussion about getting a mini split (heating and cooling). The most economical choice is to purchase two new ac units wall units. John and Bob will follow up on this issue.

IX. Bluff/Parkway

We received an email regarding poison oak on the Maple stairway. Debbie looked and did not find any poison oak. She suggested sending a picture to Block Captains to inform them of what poison ivy, poison oak, and virginia creeper. Debbie is seeing a lot of grapevine and virginia creeper. Debbie wants to make color copies for the Block Captains. Debbie also wants to have copies available at the General meeting. She said poison oak is usually found in the deep woods. Bob said he wants to spray the poison ivy on the Tulip with a vinegar spray. Sandy wanted to know how many calls we get in a year. Lynn responded that we have received three concerns this season and all have been followed up on. Sandy wanted to know about the grapevines. Debbie said that fall is the best time. She wants to locate the source. Bob said he doesn’t have a problem with people cutting the vines with permission. Shawn is also working on some of the vines. Dottie wants to set aside a volunteer day in the fall to cut back all the vines. There was a discussion about Phase 2. Liz, Debbie, and Lynn need to walk the bluff. Liz reminded the Board that we are looking at jetty repair and she feels some of the bluff budget should go for jetty repair. Bob and John are looking at the most critical jetties to repair. Dottie said there is a bad step on Tulip. Don is going to repair any bad steps. Dottie is going to work on replacing posts along Lakeview.

Sandy questioned about requests to cut the bluff. Dottie said that Lynn is very good at sharing those requests with the Board and responding to the requests. Lynn responded that there was a Motion made at a General meeting that restricted the Board from spending money on trimming the bluff. For two years, the Board could not spend any money on trimming the bluff until the Zenith steps were built. This was voted on at a General membership meeting and passed. So in response to the Motion, the Board came up with the idea to allow individual homeowners to trim the bluff with supervision. That was the Board’s solution to not being able to trim the bluff. Prior to that Motion being made, the Board hired Billy’s to trim the bluff in sections. The bluff was divided into four sections. He came and trimmed one section one year and then the next year he cut the next section and so on. So the Board’s hands have been tied for two years as far as hiring someone to trim the bluff. Now that the Zenith steps are built, we are allowed to use money for the bluff. The Board did authorize a $10,000 budget for the bluff which will also include berming at Oak. So far we have spent about $2,800 of that budget. That’s the history of why it’s so overgrown. When people send a request to trim the bluff, the answer is that the Board is handling trimming the bluff this year by hiring. At the last Annual meeting this year, Tom Wilson presented a plan to allow residents to trim the bluff. That was voted down by the membership. The people voted 34 to 19 to allow the Board to do their job and trim the bluff. Lynn has been working very closely with Shawn to show progress along the entire bluff. Liz said that the reason we targeted the benches so that all residents can enjoy a view. Sandy would like to see the entire bluff done using contributions or people cutting. She understands the money part of it. Debbie talked about the problems Great Lakes and Huronia Heights are having because the Board there trimmed all the sumac and now they are having erosion issues. Debbie reiterated the importance of having roots on the bluff.

X. Beaches/Boat Ramp

Don reported that the beaches look good. John said he’s going to email that company regarding the paint used on the boat ramp. It’s supposed to be good for 10 years. John said we can’t stop the algae. John is looking at adding a strip of expanded steel (diamond pattern) on the sides of the boat ramp. Bob and John started pitting numbers on the jetties on the top. (to help with the repairs) Bob would like to see a street sign on each stairway on the beach to help people know their location. Dottie said she would look into this project. John discussed the Juniper pipe and how it’s eroded behind it. John thinks we should use the concrete by the boat ramp for the Juniper drain. There was a discussion of who could move that concrete for us. Bob will ask Joe Zajac if he could help and we’d have a group to help as well. They also looked at Kurt’s request to open an area south of the boat ramp for golf cart parking. In addition, John put together an estimate to put an ADA ramp in the boat ramp area. It was sent to everyone’s email. The cost is just under $3,000 just for materials. There was a discussion about this topic. Kurt asked for a limited budget to prepare the area for cart parking this year. Kurt said he realizes we don’t have the budget to do the ADA ramp this year, but maybe next year. Debbie brought up a concern about the golf carts blocking the boat ramp. Bob asked the Board to meet at the boat ramp on Sunday, August 4, to discuss this project. Liz reminded the Board that the ADA ramp probably won’t happen this year due to finances.

Julie said there’s a swing that needs to be untwisted on the playground.

Jan reiterated her concerns about the Oak ramp and how wet it is. It was suggested that Jan and a group of neighbors get together and build a berm to direct the water away. Kurt suggested that some neighbors bring some containers down to the boat ramp and get some gravel and spread it on the ramp. There was a discussion about adding a railing on the Oak ramp. Lynn suggested adding wood chips to the ramp.

John got ahold of Worth Township regarding their bidding process. Worth Township puts their bids in the paper. It is put in the paper and then they go from those bids. Sanilac county sends their bid package to all the contractors in the area. Must have complete bid sheets and specs.

(Lynn and Dottie switched committees since Lynn is so involved with the bluff and Dottie walks the beach regularly.)

Lynn showed a to do list poster. Sandy volunteered to hang the Lex Heights flag. Dottie said she would work on the posts this week. Blow off the decks of the stairways. (No volunteers) Dottie said she would dig out the Rosewood bench. It needs to be straightened. There was a discussion about power washing the benches. The tree at Satinwood is available for anyone that would like the wood.

General Meeting/August 17

Lynn made a Motion to change the September 21 Board Meeting to September 28. This is due to not having a quorum. Dottie seconded. All in favor. Motion passed. (202424)

XI. Old Business

Facebook has 52 members. Dottie is adding more emails.

John talked with Gene K. about the plaque near the flagpole.

Dottie will call DTE regarding the Ivy light.

Don would like to see money put into a rainy-day fund. Bob reminded the Board that we do have a CD.
